   The September 11th 2001 attacks on the World Trade Center have had a highly significant impact on discussions of state security, alerting politicians on both sides of the Atlantic to the dangers presented by terrorist activity. Ministerial warnings of possible acts of terrorism in the United Kingdom (UK) had sometimes been portrayed as means of frightening voters into accepting ever more drastic counter-terrorist measures. But the reality of the danger became apparent in the London bombings of July 2005.
   Measures to counter terrorism on a UK-wide basis were contained in legislation already passed in 2000 and in an emergency measure passed in 2001. Among other things, the legislation created new offences of inciting terrorist activity from within the UK and specific ones relating to the training of terrorist activists, provided police with powers to seize suspected terrorists who crossed British borders, intensified checks at airports and other places of entry into the UK, and extended police powers to question those suspected of terrorism.
   A new and more controversial measure was introduced in 2005 and passed the following year, the Prevention of Terrorism Act.
